Indeed, used to work for a tansport planning company who did stuff for TfL, there has always been a policy to try and get people off the tube and onto the surface either buses (hence why they are cheaper) and walking/cycling, whilst cycling has increased dramitically it still has many negativepoints, safety being the most obvious one (IMO throwing yourself down a steep alpine mountain on your bike is still less dangerous than a quick ride in London, (I used to occasionally ride from city to Old Street but thyere was a nice back street cycle route).
A obvious solution is to have a more bike-centric transport policy, cities like Amsterdam are obvious examples of this), this in turn makes cycling safer, more people do it and so on.
Everyone needs education, even pedestrians, anyone every tried to cycle length of Leigh - Shoebury cycle path in summer qwithout dodging dozy pedestrians on it !?
