If I flew into LHW with a frame bought in the States in my suitcase is this breaking any import regulations/am I subject to paying some sort of tax or duty...?

Any thoughts?

There is always the "I took a bike out and brought it back" ploy with bike box accessory...

I think that's the safest options...

What happens then when people go xmas shopping in NYC? They don't pay duty on all the shoes they buy do they?

Wouldn't worry about it, if you get asked say out was a gift, a frame alone has a different commodity code to a bike, i've bought back loads of car parts in my luggage!

Sent using the force...

I bought a Fender Telecaster a few years ago and just walked through nothing to declare and no one said anything.

Having said that, I covered the case in stickers to make it look used. maybe it would be worthwhile making it slightly dirty or something then it doesn't look new.

I don't think its the duty so much as bring a bunch of metal tubing through in a suit case. Might raise a few eyebrows in the current climate until they realise what it is.
